Buhari to send supplementary budget to N’Assembly.....


President Muhammadu Buhari has concluded plans to send a supplementary budget to the National Assembly. The Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, disclosed this to our correspondent on Sunday. Adesina was answering questions on what the Federal Government would do since it had exhausted its borrowing limit in the 2015 budget and the Debt Management Office had continued to issue fresh government bonds and treasury bills. The presidential spokesman said the Ministry of Finance had already prepared a letter to be sent to the National Assembly, suggesting a supplementary budget for the country. He said the President was expected to sign the letter once he returns to the country from New York where he is currently attending the 70th United Nations General Assembly. He said the supplementary budget, once approved, would then empower the DMO. “A letter has been written to the National Assembly suggesting a supplementary budget and the President will sign the letter when he returns to Nigeria,” he said.

Saudi Mufti: 'Hajj Stampede Beyond Human Imaginations'

He told the interior minister, Crown Prince Mohammed bin Nayef, that he was not to blame for the tragedy.

Iran and several other countries have criticised Saudi authorities for the way they handled safety issues.

Authorities have raised the number of deaths to 769 - the deadliest incident tooccur during the Hajj in 25 years.

King Salman has ordered a safety review into the disaster, which injured 934 people, new casualty figures suggest. The pilgrimage, or Hajj, is now into its final day, with no further serious incidents reported.

"As for the things that humans cannot control, you are not blamed for them. Fate and destiny are inevitable."

The cleric's remarks came after Iran's Supreme National Security Council accused the Saudis of "incompetence" and urged them to "take responsibility"for the deaths.

Boko Haram Fighters Surrender

!BBC Nigeria correspondent Will Ross says dozens of Boko Haram fighters have given themselves up in recent weeks but this would be the largest group by far to have surrendered en masse.

An army spokesman told the BBC they would all be screened to determine their status and they would then go through the government's de-radicalisation programme. But he added the justice system would take its course.The military is optimistic that the extremist group will be defeated in the coming weeks.

But our correspondent notes that exactly a year ago, the military said two groups of more than 100 Boko Haram fighters had surrendered. That was then followed by the most violent stage of the conflict as towns and villages were taken over and thousands of civilians were killed.

This year the security forces have reclaimed most of the territory previously captured by Boko Haram.

The army has also freed a number of people kidnapped by the militant group and this week announced that 241 women and children had been rescued near the border with Cameroon. Attacks by the Islamist group have intensified since Muhammadu Buhari became president in May, after winning elections.

Buhari Expresses Sadness On Saudi Pilgrims Stampede

PresidentMuhammadu Buhari, has expressed sadness over Thursday's stampede in Mina, Saudi Arabia whichclaimed the lives of over 700 pilgrims, including some Nigerians.

This is contained in a statement issued by Mallam Garba Shehu the president's Senior Special Assistant (SSA) on Media and Publicity and made available to newsmen on Friday inAbuja.

The president described the stampede as `a monumental tragedy to the global Islamic community.’

He extended his condolences to the families of the over 700 pilgrims including notable Journalist Hajiya Bilkisu Yusuf, Prof. Tijjani El-Miskin who lost their lives in the tragedy.

He recalled that the incident occurred less two weeks after a crane collapsed in Makka and claimed the lives of 107 pilgrims.

The president commiserated with the Nigerian Guild of Editors and Nigerian Union of Journalists on the loss of Hajiya Bilkisu.

He described the late Journalist as"exemplary, dedicated, knowledgeable, very credible, highly respected, outstanding editor and columnist, who even in death, would remain a glittering role model for journalists within and outside Nigeria.

Buhari noted the assurance given by the government of Saudi Arabia that the catastrophe would be investigated.

He urged King Sakman to ensure a comprehensive and thorough exercise that would identify any flaw in the organisation of the pilgrimage with a view to avoiding re-occurrence of such tragedies.

Buhari prayed that Allah would comfort the families who lost their beloved ones in the stampede and receive the souls of the deceased in Paradise.
