Buhari to send supplementary budget to N’Assembly.....


President Muhammadu Buhari has concluded plans to send a supplementary budget to the National Assembly. The Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, disclosed this to our correspondent on Sunday. Adesina was answering questions on what the Federal Government would do since it had exhausted its borrowing limit in the 2015 budget and the Debt Management Office had continued to issue fresh government bonds and treasury bills. The presidential spokesman said the Ministry of Finance had already prepared a letter to be sent to the National Assembly, suggesting a supplementary budget for the country. He said the President was expected to sign the letter once he returns to the country from New York where he is currently attending the 70th United Nations General Assembly. He said the supplementary budget, once approved, would then empower the DMO. “A letter has been written to the National Assembly suggesting a supplementary budget and the President will sign the letter when he returns to Nigeria,” he said.

Saudi Mufti: 'Hajj Stampede Beyond Human Imaginations'

He told the interior minister, Crown Prince Mohammed bin Nayef, that he was not to blame for the tragedy.

Iran and several other countries have criticised Saudi authorities for the way they handled safety issues.

Authorities have raised the number of deaths to 769 - the deadliest incident tooccur during the Hajj in 25 years.

King Salman has ordered a safety review into the disaster, which injured 934 people, new casualty figures suggest. The pilgrimage, or Hajj, is now into its final day, with no further serious incidents reported.

"As for the things that humans cannot control, you are not blamed for them. Fate and destiny are inevitable."

The cleric's remarks came after Iran's Supreme National Security Council accused the Saudis of "incompetence" and urged them to "take responsibility"for the deaths.

Boko Haram Fighters Surrender

!BBC Nigeria correspondent Will Ross says dozens of Boko Haram fighters have given themselves up in recent weeks but this would be the largest group by far to have surrendered en masse.

An army spokesman told the BBC they would all be screened to determine their status and they would then go through the government's de-radicalisation programme. But he added the justice system would take its course.The military is optimistic that the extremist group will be defeated in the coming weeks.

But our correspondent notes that exactly a year ago, the military said two groups of more than 100 Boko Haram fighters had surrendered. That was then followed by the most violent stage of the conflict as towns and villages were taken over and thousands of civilians were killed.

This year the security forces have reclaimed most of the territory previously captured by Boko Haram.

The army has also freed a number of people kidnapped by the militant group and this week announced that 241 women and children had been rescued near the border with Cameroon. Attacks by the Islamist group have intensified since Muhammadu Buhari became president in May, after winning elections.

Buhari Expresses Sadness On Saudi Pilgrims Stampede

PresidentMuhammadu Buhari, has expressed sadness over Thursday's stampede in Mina, Saudi Arabia whichclaimed the lives of over 700 pilgrims, including some Nigerians.

This is contained in a statement issued by Mallam Garba Shehu the president's Senior Special Assistant (SSA) on Media and Publicity and made available to newsmen on Friday inAbuja.

The president described the stampede as `a monumental tragedy to the global Islamic community.’

He extended his condolences to the families of the over 700 pilgrims including notable Journalist Hajiya Bilkisu Yusuf, Prof. Tijjani El-Miskin who lost their lives in the tragedy.

He recalled that the incident occurred less two weeks after a crane collapsed in Makka and claimed the lives of 107 pilgrims.

The president commiserated with the Nigerian Guild of Editors and Nigerian Union of Journalists on the loss of Hajiya Bilkisu.

He described the late Journalist as"exemplary, dedicated, knowledgeable, very credible, highly respected, outstanding editor and columnist, who even in death, would remain a glittering role model for journalists within and outside Nigeria.

Buhari noted the assurance given by the government of Saudi Arabia that the catastrophe would be investigated.

He urged King Sakman to ensure a comprehensive and thorough exercise that would identify any flaw in the organisation of the pilgrimage with a view to avoiding re-occurrence of such tragedies.

Buhari prayed that Allah would comfort the families who lost their beloved ones in the stampede and receive the souls of the deceased in Paradise.

Rauf Aregbesola of Osun, has commiserated with the families of those who lost their lives in a stampede at this year’s pilgrimage in Saudi Arabia.The News Agency of Nigeria (NAN) reports that 747 pilgrims died and 804 others were injured in the stampede.A statement issued by Mr Semiu Okanlawon, the governor’s media aide and made available to newsmen on Friday in Osogbo, described the incident as `unfortunate.’"We send our heartfelt condolences to the states whose indigenes are affected."Our sympathy also goes to the families of the affected pilgrims."We also commiserate with the entire Muslim Ummah across the world and pray that Allah give the families of the deceased the fortitude to bear the loss.""The government and the entire people of Osun pray that Allah repose the souls of the dead in Aljana Firdaus."From God we come to Him shall we return,"the statement said.It added that the government had established contact with Osun delegation in Saudi Arabia, which confirmed that no pilgrim from the state was among those who lost their lives. 17,935 Candidates Reportedly Passed Post UTME

The University of Lagos said a sum of 17,

935 applicants of the 31,955 that sat for its

2015 Post Unified Tertiary Matriculation

Examination (UTME) as of late, passed the

screening activity.

This is contained in an announcement marked by

the establishment's Deputy Registrar,

Data, Mr Olagoke Oke, and issued to

the News Agency of Nigeria (NAN) in Lagos.

It would be reviewed that 31,955 competitors

who scored 200 imprints and picked the

college as their school of first decision

partaken at the late 2015 JAMB-

sorted out UTME.

The announcement clarified that 26, 732 of the

competitors enrolled for the post UTME

screening for inductions into University of

Lagos for the 2015/2016 session.

The announcement said that the screening

Aug. 12 to Friday, Aug. 14 was effective.

"An aggregate of 17,935 hopefuls passed the

screening test with a base score of 40

per penny.

"To this regard, 309 applicants did not

appear for the test while 118 applicants

were precluded for inability to take after the

directions for the Computer Based Test

(CBT).

"A sum of 393 outcomes were at first

withheld on suspicion of negligence yet on

further examination, 271 of these outcomes have

been affirmed as cases including

negligence.

"We will keep on withholding them for

further examinations, while the remaining

122 outcomes have been discharged.

"The cut-off imprints for entrance into the

different projects offered by the

college have subsequent to been discharged on the

college site,'' the announcement said.

The announcement asked all competitors who

taken part in the examination to visit the

college's site www.unilag.edu.ng for

the cut-off imprints and individual scores.

The announcement cautioned that the college

does not require any extra installments

in appreciation of confirmation.

It said that any solicitation made by an

individual or gathering of people for

installment keeping in mind the end goal to help them to secure

affirmation was fake.

" For accentuation, competitors are exhorted not

to make any installment to anybody for any

reason identifying with confirmations.

"Anybody observed to be included in any structure

of requesting, giving or accepting cash or

advantage of any sort as for

encouraging inductions into the University of

Lagos will be accounted for to the fitting

law authorization specialists.

"Moreover, applicants found to have

offered or given cash or advantage in kind

for induction into the college will be

excluded from confirmation.

"Competitors are thus encouraged to halt

from looking for data and whatever other

type of help with connection to confirmations

from locales other than the college's official

site,'' the announcement cautioned.

Photos: Pregnant lady charmed by a one eyed-beggar in a bus in Enugu..A Must Read

An AFB reader tells a scary and interesting story of something he witnessed in Enugu and backed it up with photos. Things are really happening. We all need to be careful out there. Read story below...
Two days back, being Wednesday, on my way back from school, I witnessed something extra-ordinary. If you are familiar with Enugu metropolis, this happened at MSP bus-stop, the one before IMT gate(Institute of Management and technology). As I was walking home approaching the bus-stop to enter a bus, one bus swerved in front of me and people started jumping down from the bus and each person that came down began crying. They were saying a pregnant woman who was in the bus was being charmed and made dumb by a one-eyed beggar who was also in the bus.





 As was narrated by one of the occupants who was weeping, she said the pregnant woman who had entered the bus before the the one-eyed beggar had answered a call on her phone and a few bus-stops later, the one eyed beggar who was obviously identified as a beggar because of his music instrument entered the bus. When the pregnant woman wanted to then get down at her destination, she couldn't speak again, she tried motioning to the driver but the one eyed-beggar who sat beside her told the conductor that they haven't gotten to their destination and that the pregnant woman was his wife and that she was dumb. This caused confusion in the bus as some occupants of the bus had earlier seen her answer a call and also knew she didn't enter the bus together with the beggar. The driver then stopped the bus and as the occupants got down and narrated what happened in the bus to the crowd that had obviously gathered cause of the alarm they raised, the beggar still insisted the pregnant woman was dumb and was his wife.

As people were suggesting to take them to the police station, the man in yellow who you'll see in one of the attached pictures rushed the beggar and began punching him and flogging him with his belt telling him to confess and say the truth. Before i knew what was happeneing, more peole including angry drivers, conductors, students and passer-bys who were obviously pissed by the grid-lock the commotion has generated on the road because of the crowd joined to beat the beggar. After about 5mins of beating, one of the men beating the beggar brought car oil and poured on the beggar and threatened that if he didn't confess that he'l be set ablaze. That was when the man confessed that he touched the woman with his ring.


They asked if he could un-do it and he said yes. He removed the ring from his finger and touched the pregnant woman's fore-head and she regained her speech. I was shocked and dumb-founded. I had never seen such or believed such things existed. After seeing the pregnant woman regain her speech, the crowd then began the real jungle justice on the beggar, they beat and kicked him the more and called him a "heartless ritualist who wanted to use a pregnant woman and her unborn child for blood money". Mean-while the pregnant woman who had regained her speech wasn't acting normal. She had lost total memory and the only name she could remember was that of her sister which someone among the crowd collected the pregnant's woman's phone and retrieved the sister's number from her contact list and called her sister to inform her.

The police luckily arrived before the man could be set ablaze and everyone took to their heels. The few brave ones stayed behind to find out what the out-come would be and on interrogation by the police, the beggar confessed that the woman was his wife and accomplice and that he was supposed to touch her with the ring and make her dumb so she could join him in his beginning business. He said he touched her with it and she went dumb but that it also affected her memory and she couldn't realise where she was or what was happening which made her motion around like someone in distress inside the bus. While he was being questioned by the police by the side of the road, the pregnant woman sat by his side and didn't utter a word. Some said she lost her speech again. Some said she regained her memory and realized her game was up and quietly shut-up. The police later took both of them away with the beggar holding the ring in his hand. The pictures and videos of the beating, the pregnant woman and the one-eyed beggar are attached in the attachment.

Lagos Govt to provide Wi-Fi services for residents (in parks only)

The Permanent Secretary of the Lagos state Ministry of Information Communication Technology, ICT, Mrs Nike Animashaun, has revealed plans by the state government to provide Wi-Fi services to residents of the state. Speaking at the state ministerial briefing in Alausa recently, Mrs Animashaun said the first phase of the Wi-Fi connectivity would be installed in parks within the state. She listed the first parks to benefit from the WiFi installment as Oshodi, Alausa and Ajegunle parks.
“The Wi-Fi services will be in some of the parks in the state and when it is deployed, residents of Lagos State would be able to access Wi-Fi in some of the parks,” she said
But who goes to these parks? Mrs Animashaun said that the state government came up with the idea to stimulate and encourage the interest of children in science and technology. She however did not state if the Wi-Fi connection will be free of charge.

21 killed by Boko Haram in Yobe today

21 persons are feared dead after suspected Boko Haram members ambushed them in Bultaram village in Gujba Local government area of Yobe state on Monday April 27th. Baba Nuhu, an official of the local government where the men were killed, said the victims, all male, had gone to their deserted village to see if they could collect some food when they were ambushed and shot dead by the sect members. According to AFP, the victims and their families had taken refuge in Damaturu the Yobe state capital after the sect members attacked their village some months back
"The men, 21 of them, were stopped at Bultaram (village) by gunmen we believe are Boko Haram who shot them dead," said Baba Nuhu

A statement from Gen Buhari signed by his media aide, Shehu Garba.

"The fraud called Boko Haram can be defeated by denying it a recruitment base," General Buhari told visiting leaders of Nassarawa State who came to congratulate him on his emergence as President-elect. No religion allows for the killing of children in school dormitory, in markets and places of worship. They have nothing to do with religion. They are terrorists and we are going to deal with them as they deal with terrorists anywhere," he announced.
Buhari said he is greatly pained by the destruction of schools in the North-eastern part of the country, an action he said could deny thousands of youngsters access to education and a better future unless something was done urgently to avert this tragedy.

"The worst thing anybody can do is to deny children access to education. That will be destructive to their lives and we are not going to allow that to happen," the President-elect assured.
He announce that his government will help the states to get more money to improve infrastructure by ensuring that all federally collectible revenues are paid directly into the federation account and each tier of government given its due share.

"As at now, the government does not even know how many revenue accounts it has. We will give all the tiers what is due to them but will hold them to be accountable as we would the federal government."

Buhari while describing Nassarawa state as his own "political laboratory", meaning the only CPC-controlled state of the 36 others adjudged the experiment as having been a success.
"From one state, I now have 22 political laboratories."
He commended Governor Al-Makura for surviving his many impeachment plots, saying "without Nassarawa, there would not have been an APC."

Obiano, coalition begs Buhari to Consider Ndigbo for appointments



Anambra State Governor, Willy Obiano, has urged the President-elect, Gen. Mohammadu Buhari (retd), to appoint Igbo into prominent positions while forming his cabinet.


He said the forthcoming Buhari’s administration would require the support of all Nigerians irrespective of their party affiliations to success.
Obiano spoke after a closed-door meeting with the President-elect at his private residence in Abuja on Friday.


The governor said he was in Abuja not only to congratulate the President-elect and reassure him of the support of the South-East, but also to plead with him to consider Anambra indigenes for appointments.

Obiano said, “I am also here to reassure him that Anambra and the South-East would support him. I also pleaded with him on some pressing problems that are of importance to the South-East like the second Niger bridge and some of the federal roads.


“We also pleaded in the area of appointment for the people of Anambra and of course, for people from the South-East be it ministerial, ambassadorial and what have you.”
The governor, however, dismissed insinuation that his visit was part of consultations to pave way for him to defect to the All Progressives party.


Similarly, a coalition of Igbo groups demanded that the position of the Speaker of the House of Representatives should be zoned to the South-East in the next political dispensation.
The groups are Igbo Youth Vanguard, Abia Democratic Initiative, Imo Professionals for Democracy, United Igbo Traders Association and South East Students Unions.


In a statement signed by their leader, Mr. Chikezie Emezuo and Coordinator of the Imo Professional for Democracy, the groups explained that it was against the principle of federal character and national justice for the North to keep the Presidency, the Senate and the Speaker of the House of Representatives positions.
Stressing that any move to marginalise Ndigbo will not be accepted, the groups decried a purported zoning formula where the South-East could be schemed out of the leadership of the national legislature.


They expressed regret that the Igbo were being reminded that they were defeated and be treated as second class citizens at a time the negative effect of the civil war was wearing out.


They said it would be wrong for the Igbo to be denied top positions in the National Assembly because majority of them voted for the Peoples Democratic Party in the last general elections.
